Error with shaders on all maps

Hey all! Noob modder here, with a really confusing problem.

Every map that I create (even an empty map with just the base_entities imported) gives me this error when I try to build it:

CMaterial2::LoadShadersAndSetupModes(849): Error creating shader gaussian_bloom_blur.vfx for material materials/dev/gaussian_bloom_blur.vmat!

I have no idea what this could be but I'm verifying the integrity of the game cache right now (38% done) but this doesn't seem to fix the problem. I don't know if there is just some file I am missing or something, but regular Dota 2 works fine with no problems.

Any help is appreciated!

    Update: finished verifying, all files accounted for and the problem persists.

    I also get that error but no problems related to it as far as I can tell.

    THINGS I HAVE DONE 1.check integrity of dota2
