Tools changes and additions, dump and diff by BMD

Panorama

No changes to gamerules, and no dump changes to css or panorama events

  • SinZ just looked at the panorama diffs, they appear to be making the panorama events used in the main menu more generic to be used potentially for other valve games (replacing DOTA with UI in several events including DOTAHideTextTooltip, DOTAShowTextTooltip, DOTAPopupButonClicked and more), as well as progress on weekendtourneys and worldspace panorama.
